No dia 8 de junho deste ano, a Superintendência Estadual do Meio Ambiente do Ceará (Semace) apresentou para Consulta Pública a proposta de um novo texto para o Decreto de Zoneamento Econômico Ecológico (ZEE), que será alterado para proibir o aproveitamento de 10% do campo de dunas para empreendimentos turísticos. Com exceção dos projetos já em curso, como o do Aquiraz Riviera e o do Villa Galé, por exemplo. Mas a proposta permite que se instalem sobre as dunas equipamentos de geração de energia eólica — aqueles gigantescos cataventos de aço.
O Fórum de Turismo do Ceará (Fortur-Ce), que congrega o chamado trade turístico e alguns organismos governamentais, está contra a proposta de mudança da legislação do ZEE, que vige desde 2006. O Fórum elaborou e está distribuindo para formadores de opinião um conjunto de argumentos que rejeitam aerogeradores nas praias cearenses, que seriam áreas exclusivas para a construção de empreendimentos turísticos, como resorts. O Fórum também diz que a proposta “não foi apresentada ou discutida com os prefeitos do litoral e com a sociedade civil” e não teve qualquer argumento “técnico-científico que a justificasse”.
A questão segue sendo debatida pela Internet e, pelo visto, ainda gerará muitas discussões. O Fortur jura que defende uma ocupação equilibrada do litoral do Ceará, dando ao turismo a prioridade que deve ter.
